Lately, I've been seeing this picture all over the internet. Most people are saying that Seth Wheeler's 1891 patent drawing is the last word on the "Over vs. Under" debate and I say "Not so fast".
While Seth Wheeler was obviously an inventor with wonderful artistic skills, I do not see why he should be touted as the final authority on how toilet paper is to be hung in every bathroom. Before Wheeler invented the toilet paper roll and dispenser, toilet paper had been shaped more like napkins. Joseph Gayetty is credited with being the inventor of modern commercially available toilet paper in the United States - first introduced in 1857. His invention sold in packages of flat sheets with Gayetty's name watermarked on each one. Advertisements used the tagline "The greatest necessity of the age! Gayetty's medicated paper for the water-closet." So while Wheeler brought a wonderfully convenient solution to dispensing the "greatest necessity of the age!" he also, in fact, started the "Over vs. Under" debate by inventing the round roll of paper vs the flat sheets. How individuals would position the roll is obviously a personal choice. I am a very frugal person and when I was younger, I chose the "Under" position. I can remember explaining my reasoning to a co-worker who was adamant about the "Over" position being the only way. I stated to her "I have found that when I pull my toilet paper from behind the roll, it doesn't roll off as fast and I tend to use less, therefore saving more money on toilet paper." I have since changed my choice but it is still just that, a choice and not a science. It amuses me that this has been an issue for debate for at least 30 years that I can personally remember and I have enjoyed bringing this perspective to you that should help keep it going. Wheeler started the debate that is as infinite as the shape of a circle. See Wheelers' actual patent wording here: https://www.google.com/patents/US465588
